Article 6A for monitoring purposes

The flow framework for daily monitoring during the dry season is presented based on the agreement reached in the 6th TRG meeting in September, 2006.  The framework is derived from daily observed water level and derived discharge (usually from 1961 to 2010), using smoothed values , at recurrence intervals ranging from 1:5; 1:10 to 1:20 ARI at each of the selected hydrological stations.

The daily water level and discharge monitoring from 1 December to 31 May at the selected hydrological stations will be daily plotted and compared with the flows framework shown in the graphs.  There are four zones in this flow framework of increasing drought severity, each involving specific actions as follows:


Zone If the daily water level is … Hydrological conditions Action required
Zone 1 above 1:5 ARI Normal hydrological conditions No need for action.
Zone 2 between 1:5 and 1:10 ARI Stable Need for caution.
Zone 3 between 1:10 and 1:20 ARI Unstable Investigation to be undertaken to identify possible cause(s) and possible mitigation measures. There is a need to be on alert.
Zone 4 below 1:20 ARI Severe Implementation of mitigating measures should be considered.
